For years, 'ultra-processed' has been a scientific term without a legal definition in the United States. That's changing. In July 2025, the FDA and USDA opened a formal process to define ultra-processed foods for regulatory use, and in August 2026 the first proposed federal definition moved to final review [2]. Once finalized, 'ultra-processed' stops being just a research label and becomes something that can appear in dietary guidelines, school food standards, and eventually front-of-package rules.
Why does a definition matter? Because you can't regulate, label, or study what you can't define. An official definition lets researchers compare apples to apples, lets agencies write rules, and gives manufacturers a target โ history says many will reformulate to land outside the definition, the way they already reformulate to improve their scores on scanning apps.
What it means for your cart, practically: nothing about the food itself changes overnight. The same cereal is the same cereal. What changes is visibility โ expect more headlines, more front-of-package signals over time, and more brands advertising what they're NOT ('no artificial dyes,' 'no emulsifiers').
And a grounding note: 'ultra-processed' describes how a food is made, not a verdict on you for eating it. Plenty of UPFs are occasional treats in a perfectly healthy diet.
